By using in-house construction management on the Juvenile Justice Center and the
Civil Courthouse, Harris County has saved taxpayers an estimated $7.5 million to
date. The new Civil Courthouse will be part of an overall master plan, which includes
the Family Law Center, the Criminal Justice Center, the Juvenile Justice Center
and the 1910 Civil Courthouse, with a common tunnel system and below-grade jury
